In Lichess, a certain number of moves must be played for a game to be rated. I'm not entirely sure, but I think it has to be ten moves.

I don't think that's the case, unless it's a recent change, or applies only to ultra bullet.
For example, here's a VERY short game (just picked randomly via the analysis board), and it was rated.

... that said, what's different in your case is the massive rating difference. So potentially by the combination of very short game and big rating difference, some automatic sandbagging/manipulation protection of the algorithm was triggered?

My guess is indeed some sandbagging triggered, but if so, its really over-agressive...
The 2 players played 47 games, and all others were rated (and this one was not last in the series)... The higher rated player receive a point or do in like 45 of the games , and loss two, (the other loss was 7 moves, and rated; the two losses were far appart). That certainly does not look anything like sandbagging.
