The trick to get the evaluation low is to get a perpetual check in that way its much easier to get my goal of the composition i notice the berlin is a perfect opening for a composition to get many pawns on the same file on a reasonable way

Based on the FIDE rating page statistics it was probably between 2005 and 2007.

You can even have 7 pawns on a file. Taking on the 8th rank with a pawn & overstepping the time limit before promoting^^
