Very possible, yes. Based on the time usage it does look like White might’ve thought Qxd7 was just winning and missed 20...Rc7, especially with the immediate mate threat on g7 and the queen landing so actively on the 7th rank.
That said, I wouldn’t rule out the other scenario either: White might have sensed that there had to be something in the position, and that there's no way all their pieces activity goes completely nowhere. In blitz it’s often less about fully calculating everything in advance and more about intuition: “this must work somehow.” Then after 20...Rc7, they spent time and found 21.Qxg7+!! and the whole drawing mechanism. That’s quite typical: instinct first, calculation later when you’re forced to justify it. There are surely moments in bltiz where you have to just bite the bullet and calculate everything.

On 4...c5 vs 4...e6: I agree 4...c5 is very logical and more flexible, keeping options like ...g6. For example:
1.Nf3 Nf6 2.g3 b5 3.Bg2 Bb7 4.O-O c5 5.b3 g6 makes a lot of sense.
But in many lines it likely transposes anyway. If White goes 5.d4, Black often follows with ...e6 soon after; if 5.d3, then ...e6 and ...d6 can lead to Sicilian-type structures after e4. So I think 4...e6 is just more direct and aims for a quick ...d5, especially against KIA setups.
The ...g6 flexibility is definitely useful (especially vs b3 setups), but in this particular game, the structure took on a completely independent character quite early anyway.

I really liked this blog, very informative, and shows a beautiful game.
But one question: was this made by AI? Not entirely of course, as LLMs are absolute chess failures, but I feel like a lot of the sentences were very... interesting.
