Can you please recommend some free books, courses or videos on the Scotch Gambit, Scandinavian and Queen’s Gambit Declined openings? I don’t want to pay a lot for chessable courses or get a pro account
For the queen's gambit declined part you could check out the youtube channel "Garudapura". He posts a lot of high-quality analysis with links to PGNs or lichess studies in the description.

One of the best books to get you up an running on the Center Counter Defense (i.e. Scandinavian ) is by Andrew Martin, it is called "The Essential Center-Counter" a practical guide for Black.
It covers the Mieses var 3...Qa5.
probably pick it up dirt cheap used...
