Black could instead play Ka2 which would prolong the task even more.

For someone who is used to chess problems the 2nd Mate in 16 is rather trivial.
- The key is given by restricting black.
- Only piece that can mate is a knight
- As black can only move his Queen you can simply count the moves and see where the Queen is after capturing the pawns and going Na5.
- A knight can't loose a tempo hence the solution is clear
